The build for manylinux_aarch64 breaks because the latest urllib3 cannot be used on the builder, see https://github.com/zopefoundation/zope.hookable/actions/runs/6289914053/job/17076874972.
Update to newest non-final python.
Using zopefoundation/meta#210It did not help, because the sphinx doctests already break when running the tests of the package.
